Yes I know there's no good shelter on the edges of the Gardiner. I still think you are safer in this situation getting out and standing hard up against the parapet than sitting in a car liable to be hit very hard from behind. But it's certainly a choice between two hazards the roadway design should not force on you. Most tunnels and bridges without breakdown shoulder at least have a narrow walkway along one side.

She did consider getting out of the car but made the call to say put because there really is no where to take shelter. It's an elavated section of highway with no shoulder at all - just three lanes of highway traffic. The first police officer on the scene called her cell phone and said "I'm here behind you, but I'm not getting out of the car because it isn't safe. Stay where you are until tow trucks get here and we're able to guide the traffic around you."
This section of highway needs a lot of work to make it safe but since Toronto has expanded so much since it was made, they have no space to grow it.
Thanks for your comment Peter.

Terrifying! This is the argument for modernization to add breakdown shoulder and to improve the geometry of curves so there are longer sight distances to give oncoming drivers more time to stop. With proper ITS technology it should also be possible to quickly detect a stopped vehicle, provide warnings of it to oncoming traffic, as well as get police there a lot faster than 20 minutes.

But I think the recommended action in a circumstance like this is to leave the car and take shelter at the edge of the roadway, and wait there out of harms way from a rear-ender. Did she consider this?
